Summarizes many important theories from the late Modern period on bureaucracy and how life in an apparat leads to alienation and feelings of helplessness. Holds that the "concentration of the means of administration" (of which monopolizing the means of production is only a special case) leads to oligarchic control in which each individual "becomes a simple cog in a machine, a well disciplined and regulated automaton."
